Nebraska lawmakers approved new restrictions on abortion and medical care for transgender youth Friday in a bill that combined two of the most controversial issues sweeping through state legislatures this year.
The bill would ban gender reassignment surgery for anyone 18 and younger, with exceptions for minors already on hormone treatments. And abortions would be banned after 12 weeks, starting at the first day of the mother’s last menstrual cycle, with exceptions for rape, incest and medical emergencies.
