Universal school choice program costs vary wildly by state

Some appear to be over budget, while others are under.

Major cost questions are lingering as more states implement so-called universal school choice programs, which allow all parents to apply for public money to spend on private education for their children.

Lawmakers in most of the six states with universal or soon-to-be-universal programs up and running have not limited enrollment or capping available funding.
