Snowplow driver shortages plague states

A dearth of snowplow drivers is plaguing state departments of transportation from Montana to New Hampshire, as agencies scramble to staff up for the winter months.

It is an ongoing problem that is part of broader workforce gaps that are forcing states to get creative.
