A re-tooled push to pass U.K.-inspired online privacy protections for kids is testing the resolve and patience of state lawmakers, as the tech industry presses the case that the proposals are unconstitutional.

State legislators’ legal authority to regulate how Silicon Valley companies interact with youth is an animating issue in capitals across the country and increasingly is becoming a central question for the courts.
