California Sen. Scott Wiener has introduced legislation that would allow residents to install plug-in solar panels at home, aiming to provide some relief to state utility customers who paid the second-highest electric rates last year.
The state is now one of at least 21 where lawmakers will consider bills on the issue this year, according to Bright Saver, a group that has worked with states to enact legislation to lower hurdles to plug-in solar. Other states include Alaska, Arizona, Colorado, Illinois, Iowa, Missouri, New York and Washington.
