Virginia voters on Tuesday approved a constitutional amendment redrawing the state’s congressional district lines in favor of Democrats, handing the party a map that will net them as many as four seats in the narrow fight for control of the U.S. House of Representatives.
If the amendment survives a pending challenge at the state Supreme Court, it will cap a remarkable turnaround for the party that long scorned the evils of gerrymandering: After decades of bringing knives to the redistricting gun fight, Democrats showed up this year with a bazooka.
