Delaware bill would cap hospital prices, mandate primary care investment

If signed by the governor, it would be the first law to link the two tactics.

Legislation awaiting Gov. Matt Meyer’s signature could make Delaware a national leader in the fight against soaring healthcare prices. 

The proposal, which both chambers passed unanimously, takes a two-pronged approach: It seeks to keep patients healthier by increasing how much state-licensed insurers are required to spend on primary care; and it puts a ceiling on how much hospitals can be reimbursed for their highest-priced services — targeting the market sector that bill sponsors say is most responsible for driving up costs.
