Lawmakers across the country are seeking to rein in homeowners associations, limiting their restrictions and punitive powers that can ultimately include foreclosures.
A Virginia bill signed into law last month establishes a $5,000 minimum threshold for unpaid fines to lead to foreclosure — and it emphasizes that as a remedy of last resort. An Indiana bill signed last month prohibits HOAs from banning beekeeping. And two measures recently enacted in Idaho require HOA board members to disclose conflicts of interest and ban HOAs from charging homeowners for statements of what they owe.
