Sweeping housing reforms aim to tackle affordability crisis

States have enacted more than 80 housing supply bills this year.

State leaders this year enacted dozens of laws that override local zoning rules and building codes in a bid to encourage home building and, eventually, drive down housing costs. 

Lawmakers on the right and left embraced policies such as allowing apartments in commercial areas, letting small multifamily buildings have a single staircase, and eliminating minimum parking space requirements.
