State leaders struggle to influence Congress amid partisan gridlock

BOSTON — Several state leaders said at a gathering of legislators that they are frustrated by their inability to influence an increasingly partisan Congress and are searching for solutions.

“We have effectively no input now,” West Virginia Speaker Roger Hanshaw (R) said Wednesday during a panel discussion at the National Conference of State Legislatures annual summit.
