Factory-built homes gain traction as states seek to lower housing costs

Colorado, Oregon and Utah passed laws to promote building them.

Some state leaders are trying to make it easier to build homes entirely or partially constructed in a factory, as they seek to increase the housing supply and drive down rents and home prices. 

Colorado lawmakers this year signed off on regional building codes for factory-built structures. Oregon lawmakers set aside $25 million in bond funding to finance factory-built housing for low-income families. Utah lawmakers last year created a statewide building code for modular structures.
