Missouri House advances strict ballot measure bill

The proposal was cast as a way to keep the state constitution clear of partisan amendments.

The Missouri House on Tuesday approved a proposed constitutional amendment that would make it substantially harder for voters to approve new ballot measures in the future.

The bill, introduced by Rep. Ed Lewis (R), would require any future ballot measures to achieve a majority of votes in each of the state’s eight congressional districts — a threshold that virtually no initiative has achieved in recent years in the deeply conservative state.
