Oregon legislators approve pay-by-mile mandate

Oregon Senate Democrats gave final approval Monday to a $4.3 billion transportation funding package that includes a mandatory pay-by-the-mile program for electric and hybrid vehicles. 

If signed into law, which is expected, Oregon will join Hawaii as the first states to require mileage-based fees.
