Conn. passes bill to transform city housing planning

Connecticut lawmakers early Friday approved a sweeping bill that aims to encourage towns and cities to add housing, a move supporters hope will boost supply and eventually drive down rents and home prices. 

When Democratic Gov. Ned Lamont signs the bill as expected, Connecticut will become at least the ninth state this year to enact major pro-housing legislation and the first Northeastern state to ban towns from requiring certain small apartment buildings to have off-street parking, according to housing policy experts.
