Lawmakers smooth path for plug-in solar

Nearly half of states could consider legislation next year.

Concerned about high energy prices, state legislators are considering lowering the hurdles required to use small solar panel arrays that can be placed in a backyard or on a balcony and plugged into a wall outlet, generating energy and providing consumers relief on their electricity bills. 

Legislation in Utah, the first state to allow so-called plug-in solar, was signed into law in March. Other states also explored the issue, with lawmakers introducing bills this year in Pennsylvania and New York, and more legislation in the works.
