Penny pinch spurs states to set rounding rules

State leaders may have to create new rules for cash transactions now that the federal government has stopped minting pennies, according to a new report from the National Conference of State Legislatures.

“States will lead the way as the federal government, barring congressional intervention, has left implementing policy to the states,” the report said.
