Amid federal inaction, states take lead in regulating tech

The hub of tech policy is state capitals — not Capitol Hill — as legislators have stepped forward to pioneer regulations in the absence of congressional action.

The shift has accelerated in recent years with state legislatures tackling data privacy, social media, youth online safety and, most recently, artificial intelligence. The efforts have produced landmark laws amid intense lobbying fights, and led to litigation that could drag on for years.
