Efforts to legalize marijuana are encountering brick walls in legislatures across the nation as backers find themselves running out of avenues to bring pot to the people.
Virginia Gov. Glenn Youngkin (R) this week vetoed legislation to create a retail market for marijuana, three years after Democratic legislators approved legalization. Youngkin had signaled his opposition to retail sales even before Democrats recaptured control of the General Assembly in 2023.
