A California Assembly special committee voted Thursday to advance Gov. Gavin Newsom’s (D) proposal aimed at avoiding the kind of gas price spikes the state has seen in recent years, setting the bill up for a vote on the floor Tuesday.
The bill, which would require oil refiners to carry sufficient reserves to ensure supply during maintenance outages, was approved on a 13-2 vote, after two informational hearings on it were held last week.
