California labor groups representing fast food workers and business groups representing their employers said Monday they had reached an agreement over wages and benefits that will avoid what was likely to become a massive and expensive political battle over a new board overseeing the industry.
The deal will raise minimum wages for fast food workers to $20 an hour, with the potential for future wage hikes. It would empower a new Fast Food Council to impose standards for working conditions at fast food chains that have more than 60 locations around the country.
