California misses out on Powerball jackpot, again

State law explicitly excludes lottery winnings from taxes.

The single person who purchased the winning Powerball ticket ahead of Wednesday’s billion-dollar drawing will create a lot of winners: The store itself gets a reward for selling the ticket. The federal government will get a hefty tax payout. And, most likely, the winner’s family is going to be pretty happy.

One group that won’t reap any windfall: The state of California, where the winning ticket was sold.
