California sets oil refinery supply minimum requirements

The law aims to avoid gas price spikes by ensuring enough inventory in case of maintenance outages.

California Gov. Gavin Newsom (D) signed a first-in-the-nation bill aimed at preventing gas price spikes like what the state saw in recent years.

The law, enacted Monday, authorizes state regulators to draft a rule requiring petroleum refineries to carry sufficient supply to neutralize cost increases during maintenance outages.
