Federal proposal would give appointees power to cancel state grants

Federal officials want to change grant-making rules to let political appointees terminate awards for activities deemed antithetical to President Donald Trump’s agenda. 

The comment period ended Monday for a proposed rule the administration issued that would allow executive branch agencies to cancel or refuse to award discretionary grants — such as infrastructure grants states compete for — if they determine it is ineffective or does not further the administration’s priorities.
