Fla. bill would allow homeowners to abolish HOAs

The measure is ‘designed to improve transparency, accountability and fairness.’

Florida Rep. Juan Carlos Porras, who has targeted the overreach of homeowners associations in recent years, introduced a new bill that would crack down on abusive HOAs by allowing owners to propose a referendum to dissolve them.

The bill would require HOA boards to hold a vote to wind down operations if 20% of homeowners sign a petition to abolish it. Two-thirds of homeowners must agree to enact a termination plan.
