State lawmakers concerned over tight budgets and costs associated with climate-fueled natural disasters are looking to send the bill to the oil and gas industry, even as President Donald Trump seeks to block efforts already underway in New York and Vermont.
Lawmakers in at least 11 states introduced legislation this year to establish so-called climate superfund programs, which would proportionally charge major polluters — typically oil and gas companies — for their emissions over a specified period.
