Missouri voters will decide in the Aug. 4 primary whether to require lawmakers to phase out the state income tax and allow them to expand sales taxes to balance the budget.
The constitutional amendment, championed by Republican Gov. Mike Kehoe and legislative leaders, comes amid a wave of conservative enthusiasm for scrapping state income taxes. Republican policymakers say doing so boosts economic growth and makes tax policy more transparent.
