Parties bet on ballot measures to boost turnout

It could have an impact among voters who view both Biden and Trump unfavorably.

Concerned that their voters will lack the enthusiasm to cast ballots in a presidential contest featuring the two least popular major party nominees in living memory, Democrats and Republicans are racing to give their side additional incentives to head to the polls.

Democrats and abortion-rights supporters have qualified ballot measures codifying the right to reproductive health care in Florida and Maryland. They are circulating petitions to qualify initiatives for November’s ballot in Arizona, Maine and Nevada, three states where electoral votes are at stake.
