States are laying the groundwork for carbon pipeline construction, with federal incentives luring companies to manage the carbon emissions associated with climate change.
At least 33 pipeline-related bills in 13 states were introduced in 2024, including measures on governing carbon and hydrogen pipelines construction and establishing safety standards, according to the National Conference of State Legislatures. Nine of the bills have been signed into law or are waiting to be signed, including carbon pipeline legislation in Illinois, Louisiana and South Dakota.
