States prep for premium hikes when federal health subsidies expire

They are using various funding sources to backfill aid.

DENVER — Policymakers in a handful of states are preparing to partially backfill federal health insurance subsidies scheduled to expire at the end of this year. 

They cannot afford to replace all the federal cash. But they are aiming to at least protect lower-income people from a painful spike in premiums on the individual market.
