States race to plug holes in aging water infrastructure

There is an estimated $1 trillion in unfunded needs.

An epidemic of aging and failing water infrastructure is forcing states to commit more money to upgrades, but it still amounts to fingers in the dike of an estimated $1 trillion problem. 

Texas voters this month overwhelmingly approved a ballot measure to set aside $1 billion a year in sales tax revenues for the next 20 years for water infrastructure.
