Universal free school meal efforts face budget realities

Bills have stalled, and current programs faced new scrutiny as participation rates outpaced projections.

The Covid-era rapid expansion of universal free school meal programs has slowed down in states, as budget deficits reopened debates about whether they can afford to feed every public student.

While the program’s advocates highlight some progress in recent months, the total number of states with universal programs is stalled after reaching eight last year: California, Colorado, Maine, Massachusetts, Michigan, Minnesota, New Mexico and Vermont.
