Utah starter home program off to a slow start

State leaders nationwide are trying to find ways to increase homebuilding.

A Utah starter home financing program that grabbed national attention last year has broken ground on just one project in its first nine months.

The slow start underscores how challenging it is for policymakers to spur development of smaller, more affordable units, as builders chase profits and communities resist change.
