A California Senate panel advanced legislation on Monday to require California petroleum refineries to carry additional supplies to mitigate gasoline price spikes during maintenance outages, a top priority of Gov. Gavin Newsom (D).

In the Senate’s first action since the Assembly passed the bill last week in special session, the Senate Special Committee on Fuel Supply and Price approved the measure on a 9-2 vote. The Appropriations Committee is scheduled to hold a hearing on it Tuesday, potentially sending it to the full Senate for a vote Friday.
